Contact: Wendy C. Hoffman, Executive Director On November 8, 2011, the voters of Pennsylvania will elect two new Judges for the Court of Common Pleas of Chester County. As required by its Bylaws, the Chester County Bar Association conducted a Judicial Evaluation Plebiscite in November, 2010. The Bar Association's Judicial Evaluation Committee sent out ballots to eight hundred twenty-five (825) Association members, and received three hundred and seven (307) valid ballots. Each ballot asked the voting member to rate each candidate as "Qualified", "Not Presently Qualified" or "No Opinion". Under the Association's Bylaws, candidates receiving “Qualified” votes from a majority of those voting (provided that at least 25% of the members eligible to vote have voted) are considered “Qualified”. Candidates receiving “Not Presently Qualified” votes from a majority of those voting (provided that at least 25% of the members eligible to vote have voted) are considered “Not Presently Qualified”. Candidates who did not receive votes of either "Qualified" or "Not Presently Qualified" from 25% or more of the Association members eligible to vote (i.e. 207 members or more) were reported under a category of "Insufficient Ballots Cast".
